Ottumwa - Downtown Master Plan
URP graduate students will partner with the City of Ottumwa to create a comprehensive downtown master plan that enhance Ottumwa’s historic core as a vibrant destination and visitor experience hub.
The plan will serve as a road map that combines streetscape, programing, branding, as well as redevelopment ideas. In addition to coordinating public investments, the master plan will help market the downtown to attract private investment and position the City for grant funding.
The capstone team will work closely with city officials and downtown stakeholders to evaluate existing planning efforts, identify emerging trends and challenges, and develop updated goals, policies, and implementation strategies. Key focus areas may include downtown redevelopment and infill opportunities, historic preservation, public spaces, streetscape enhancements, mobility and parking, housing, arts and culture, tourism, and economic development.
Through data collection, community engagement, spatial analysis, and policy development, students will produce a comprehensive downtown master plan update that reflects the community’s vision and values while offering actionable strategies to guide future growth, investment, and revitalization. This project provides students with practical experience in comprehensive planning, stakeholder engagement, urban design, and implementation planning.
