URP graduate students will partner with the City of Ottumwa to create a comprehensive downtown master plan that enhances Ottumwa’s historic core as a vibrant destination and community asset. 

Downtown Ottumwa is often referred to as the “heart” of the community, with historic buildings, public gathering spaces, and retail attractions. However, broader economic challenges have taken a toll– vacant storefronts remain a persistent challenge. In recent years, strong community leadership, visioning, and hard work have started to rejuvenate the district. Main Street Ottumwa has played a key role in improving downtown design and supporting local businesses. 

While downtown has benefited from new investment and revitalization efforts, the City recognizes a need for a more cohesive and coordinated strategy that pulls together the many downtown initiatives into a unified plan. Downtown revitalization promotes walkability, livability, urban design, economic opportunity, and more. 

Elements of the plan may include:

• A roadmap for public investments in the built environment (e.g. streetscapes, pocket parks) that foster economic and social activity.
• Design guidelines will help preserve and restore the downtown character while also serving as a clear tool for businesses and property owners.
• Innovative ideas for programming, infill development, and redevelopment.
• Recommendations for branding and marketing, particularly to encourage private investment.
• Integration with downtown adjacent neighborhoods.
